Human Resources & Payroll Manager
COMPANY SUMMARY:
The focus of Hodge Western Corp over the last 20 years started in heavy civil and evolved into technology-driven, specialty underground utility construction. We operate in three divisions: Renewable Energy, Horizontal Directional Drilling (HDD), and Rock Trenching. Our company works on projects throughout the western, southern, and midwestern United States. JOB SUMMARY:
We are seeking an experienced and highly organized Human Resources and Payroll Manager to join our rapidly growing construction company. This critical leadership role is responsible for overseeing all aspects of HR management and payroll administration. The ideal candidate will have strong knowledge of union contracts, labor compliance, and workforce development within the construction sector.
KEY RESPONSIBILITIES:
Human Resources
- Manage all HR functions including recruitment, onboarding, employee relations, performance management, and terminations.
- Ensure compliance with federal, state, and local labor laws and regulations.
- Interpret and implement union collective bargaining agreements.
- Act as a liaison between company management and union representatives.
- Administer benefits programs, including health, dental, vision, retirement, and leave policies.
- Develop and maintain HR policies and procedures.
- Support training and development initiatives to enhance workforce capabilities.
Payroll
- Ensure weekly payroll is processed for union and non-union employees.
- Accurately apply prevailing wage rates, fringe benefits, and certified payroll reporting.
- Maintain payroll records in compliance with industry regulations and internal audit requirements.
- Resolve payroll discrepancies and respond to employee payroll inquiries.
- Coordinate with accounting team on payroll funding, reporting and reconciliation.
QUALIFICATIONS:
- Bachelor's degree in Human Resources, Business Administration, or related field; HR certification (PHR, SPHR, SHRM-CP) preferred.
- Minimum 3 years of HR and payroll experience, preferably in the construction industry.
- Proven experience working with labor unions and interpreting CBAs.
- Strong knowledge of construction industry regulations, including Davis-Bacon Act, OSHA, and certified payroll.
- Proficiency with HRIS and payroll systems, preferably ADP.
- Excellent interpersonal, negotiation, and conflict resolution skills.
- Ability to maintain confidentiality and handle sensitive information with professionalism.
COMPENSATION AND BENEFITS:
- Salary: $95,000+ annually, commensurate with experience.
